Uhmmm… Does that make sense? Test pressings come by the few only (but the actual test pressings are sometimes "upgraded" and send out as promos, that’s true) while White Label Promos come by the dozens and serve another purpose… to be used as a promo in the first place.Nice finds my collecting friends.
(In my dreams:) I’m the owner of the test pressing set of CDs that were sent to Billy Corgan, of that nice 5CD box set with never released rarities, and then Billy Corgan decided to not release 2 CDs of them… And put other songs on the remaining 3 CDs… Keep on dreaming…

But to call it that things are called off maybe, no way. These are huge projects, and take sometimes years to complete.
